Launching

  • Private entrepreneurs linked to the Hidrovía actively participated since the relaunch of the common river course to the five countries, which occurred at the First International Waterway, held in Campo Grande, MT, Brazil, in April 1988, attended Ministers of Transport of the countries of the Plata Basin and private owners as observers. At that time, the authorities took important actions to boost river transport and the private sector offered his full support.

  • En ese contexto, los armadores acordaron, en marzo de 1989, promover la Hidrovía a través de la realización de un "Viaje de Integración por la Hidrovía Paraguay - Paraná", logrando conformar una delegación con representantes de los sectores gubernamental, productivo y de empresas navieras de los cinco países de la Hidrovía.

  • The trip began in Puerto Quijarro (on Channel Tamengo in Bolivia) in a Paraguayan boat bound for Asuncion. Then he went to the Port of Rosario (Argentina) and culminated in Nueva Palmira (Uruguay) where the delegation, composed of 33 people, was received by the highest authorities of the Uruguay.

Foundation of the Standing Committee on Transport of the Plata Basin (CPTCP).

En base a los positivos resultados del “Viaje de integración” y el respaldo expresado por autoridades gubernamentales a esta iniciativa, entidades empresariales de Bolivia y de otros países de la Hidrovía convocaron al "Primer Encuentro de Operadores y Usuarios de la Hidrovía Paraguay-Paraná", evento que fue realizado el 14 y 15 de Abril 1989 en la ciudad de Santa Cruz, Bolivia. Participaron más de un centenar de personas entre representantes de instituciones gubernamentales, operadores económicos y operadores del transporte de los cinco países miembros de la Cuenca del Plata.

One of the main agreements reached at the event spoke about the need to establish an organization that brings together the owners and users of the waterway, to institutionally support the future development of the watercourse.

This agreement came about the founding of the Standing Committee on Transport of the Basin of the Plata, known by its acronym "CPTCP" now becoming a major non-governmental organizations accompanying the Intergovernmental Waterway Committee (CIH) and other official agencies and private partnerships in the development of the Hidrovía Program.

Political Achievements

  • Dynamics and support for the program Hidrovía demonstrated by the CPTCP attitude, soon began to be widely recognized by various sectors of national governments, reaching at the beginning of his administration's recognition of the public and private sectors linked to the waterway in 5 Basin countries and international organization linked to the integration process and Hidrovía.

  • Uruguayan authorities granted him recognition and the conditions of non-governmental international organization, through Resolutions 80/990 and 212/990 of the Ministry of Foreign Affairs of Uruguay.

  • One of the highlights of the relationship with the CPTCP countries, is meeting with each of the Presidents and Ministers of the area.

  • The Intergovernmental Committee of the Paraguay-Paraná Waterway (CIH), governing body Waterway, CPTCP recognized the body as an observer in the forum.

  • Our body maintains since the beginning, a task very close cooperation with the CIH, both heads of delegations and other bodies such as the Commission of the Agreement and specialized meetings, which has favored dialogue and work with the public sector in the countries Waterway.

  • One of the most relevant tasks of the CPTCP in support of the CIH was related to the analysis and preparation of the Waterway Agreement project. In fact, experts from the CIH, ALADI and the CPTCP worked jointly to prepare said project in different meetings, one of the most important being the one held in Cuiabá, Brazil, in 1992. This Draft Resolution was considered by the Governments and finally signed by them, within the framework of ALADI in 1992. In this area, the CPTCP offered all its technical and operational experience in the consideration of the different regulations that are part of said Agreement.

  • The Agreement was ratified on February 13, 1995, in a ceremony held at the ALADI, with the presence of the President of Uruguay, Dr. Luis Alberto Lacalle.

  • After a standoff five years, the organs of the Agreement, the CIH and the Commission of the Agreement, they met again in 2015, where again the CPTCP has worked to resume ties with the authorities and regain its position as an observer in these organs.

  • In this context, the CPTCP maintains close contact with the Executive Secretariat of the CIH and the Commission of the Agreement.

  • The result thereof, allowed on the occasion of the XLVIII Meeting of the Committee of the Agreement, held in Asuncion, Paraguay, during days 11 to the 13 April 2018, the participation of CPTCP was ratified, with voice, vote in the plenary sessions of the Committee of the Agreement.

  • In the international area, the CPTCP also developed cooperative partnerships with organizations such as ALADI, the Andean Development Corporation (CAF), the Inter-American Development Bank (IDB) and other entities related to water transport and navigation. At the regional level, its relationship with assemblers, production and port entities was always very close.

Technical and Operational Achievements

  • The CPTCP has played an important role in the ongoing dissemination of the competitive advantages of river transport, generating meetings, workshops and seminars for discussion in all countries signatory to the Agreement, whose results were always made consideration of public bodies respective.

  • Since 2015, the CPTCP has funded technical studies that gave support to the navigation convoys, on the stretch of the Rio Parana Guazú - Bravo / Nueva Palmira and study and simulation for postage Bridge General Belgrano. They are under development, other technical study that will support navigation in other sections of the HPP.

  • These studies were elevated to the authorities of the Intergovernmental Waterway Committee and the Committee of the Agreement and approved by the authorities and put into effect, with certain restrictions.

  • As of November 19, 2012, the Naval Prefecture Argentina, it issued Resolution 2,402 / 2012, by which approved "the requirements for bulk transport of certain products listed in Chapter 17 of the International Bulk Chemical Code, applicable to tank barges existing new quimiqueras and intended to sail or perform operations (sea or river) inland waters of exclusive jurisdiction of Argentina, whether national registration or registrations foreigners, including in the enforcement provisions relevant to as Added No.1 integrate this provision. "

  • This measure does not include tolerance of .61 space between case and hold for loading of vegetable oils, by barge to 2,500 tns.

  • Considering that in the context of the Committee of the Agreement Waterway, was being analyzed for approval Corner II Project, the CPTCP made several representations to the Argentine authorities and the Commission of the Agreement and the CIH, so that this measure is to lapse, so that the barges built and could continue sailing with this measure.

  • The PNA through Provision 5/2018 – DISFC-2018 – 5 – APN-DPAM- PNA – 11/8/2018, Article 1º.- “Extend the term established in point 2.2.2.2 of Addendum No. 1 to the DPAM Provision, RE 4 Nº 01/2012, referring to the operation in internal waters of the Argentine Republic, of the existing tank barges dedicated to the transport of vegetable oils, for a period of Two (2) years from January 1, 2019 or until that the specific regulations on the matter be agreed upon and approved within the framework of the Santa Cruz de la Sierra Agreement with its subsequent incorporation into the legal system of our country, whichever occurs first. “
